Nobody said there should be a generic driver with an external DAC - look at your screenshot, it uses a driver "Fiio Btr 87".
What sampling rates can you choose from ?

Are there any of the fields in the picture that I should mark?

You shouldn't use the custom format. At all, I mean. When I asked what sampling rates were available I meant those listed under "Frequency".

Well, then do so. Choose your sampling rate from "Frequency". Or leave everything on defaults, or set everything to defaults, as you like best.

Any sample rates above 48kHz is currently considered to be hi-res. Most Android devices use basic DACs that can handle 48kHz, and this is typically the limit for Bluetooth as well. So if Neutron is offering to select anything above this rate, then you know hi-res is being supported on that device.

The bigger question is whether or not you are actually playing hi-res music files. There is no point up-sampling standard resolution 44.1kHz or 48kHz files in Neutron, as almost any device that can support hi-res is already going to do the same anyhow. You would be best to use the "Follow Source Frequency" option in the Audio Hardware settings menu. That way the native resolution of your files will be sent at the highest rate available to whichever output device you are using, including external DACs, headphones, and even BT.

In other words, the fact that the yellow-marked options in the picture are not in the GENERIC DRIVER section does not affect the sound quality, are you saying it is unimportant?

The "Generic Driver" is another name for the Android Standard "AudioTrack" driver. This is used by Neutron for high-res-audio to an internal DAC. If you use Bluetooth or another external DAC, as in your case, it is not relevant.

When using with external dac, is what you said still valid if connected via usb?
