That requires a measurement first, and that the volume is regulated by the relevant program.
It's yet a bit more complicated than that. I merged your topic with an existing one.
I suggest we try a modest proposal:
Give us an additional option for ( equalizer or frc ) presets to decrease their strength with increasing ( hardware or software ) volume.
Then the users can take ( the existing or a yet to be created ) "loudness" preset and have something similar to the "loudness" switch that can be found on some amplifiers.

Additionally, as this would be a new type of use for equalizer presets, to be added to the two existing ones, I suggest to either create a third category:
- equalizer - to adapt the music
- frequency response correction - to mitigate headphones or room acoustics
- hearing aids - to adapt to some characteristics of the human ear
And / or allow simultaneous activation of multiple presets in one group, then we could do without a third one.
The hearing aids could then also help to mitigate personal hearing deficiencies.

And one step further: as the developer deems to be busy rolling up the market for
devices he could sell Neutron to people in need of hearing aids. If the player get access to the microphone and replays its input with elaborate hearing aids presets as described above.
